Allow for A 'Client-Changed' process rule criteria

Having a way to allow a process rule to fire when the client information is changed on a ticket that's already been entered is needed.  Having just gotten off the phone with tech support, I was told that the 'Unassign Client' criteria will only fire once the client is unassigned and the Save button is used.  We do not allow for tickets without clients assigned, thus we are required to use the Ticket option of 'Client Required', and become implicitly prevented from saving a ticket that doesn't have a client assigned. 

Ideally, a new Process Rule criteria that looks for 'Client Changed' would be perfect since the 'Unassign Client' criteria that's available now only fires if the client is unassigned and the ticket saved.
